The so-called "Hi-Low" counting strategy is only one of several counting strategies to use. Maybe because it was showed in the movie 21, it is more well-known and used by newbies. However, there is another counting method that does involve the neutral cards. Check out http://www.qfit.com/card-counting.htm (this is not a promotional link, just a helpful chart.)
