Hi Diamonds! 
If you want to win at any game, you would want your opponent to be unskilled versus skilled at that game, correct? That would increase your chances of beating them.
That is the concept here. You can deal blackjack to people who are extremely unskilled at blackjack, therefore they lose more than an average skilled player. It's just a way to gain a huge advantage in the game and consistently win! 
Have you ever played blackjack before?

why to deal only to the very worst players? 
I am not sure of the strategy... 
But 'for fun' I appreciate a skilled player: it makes winning taste sweeter... I have played blackjack but IRL not virtual.
